Please refer to your letter AKK 6/322/1 dated 19 December addressed to Guy Simmons, and the subsequent correspondence, about Consular endorsements on commercial documents in Hong Kong.
I have not been able to obtain a French or English text of the table of fees so I am attaching a translation of the two relevent sections from the M.F.A. list. This list is in fact the Ministry's version of the table annexed to Presidential Decree No. 990 of 1967 mentioned in Hong Kong's saving telegram of 29 July 1968, and their letter EC 715/2 of 18 October. And the answer to the question in the latter is that the Decree has not been revoked. You will see that the fees described in the attached extracts agree with those given in the enclosure to Hong Kong's saving telegram except that Tribunal tax should apparently not be collected when certificates are issued for commercial purposes.
With regard to the need for Consular endorsements on documents we have not been able to discover the existence of any official instruction on this point but we are informed on good authority, viz the Foreign Department of the National Bank of Greece(this is not the central bank but a nationalised commercial bank) and the Cairo Chamber of Commerce, that Consular endorsements are required only on certificates of origin. Perhaps therefore, given sufficient time, exporters could refer back any requests they receive for other endorsements.
