Method

Commercial invoices and certificates of origin must be endorsed by the Consulate General in the country of exportation.

The fee for endorsing commercial invoices is US$14.20 for the first £700 sterling or part thereof plus 1/4 per cent ad valorem of the amount in excess of £700 sterling.

The fee for endorsing certificates or origin is fixed at US$14.20 per certificate.

The representative of the United Arab Republic explained that these measures were required for commercial as well as economic reasons. The measures were world-wide and not discriminatory against any country. They were not at all intended for revenue purposes.

GATT relevance

All these measures were in the opinion of the notifying countries incompatible with Article VIII of the General Agreement. The representative of the United Arab Republic informed the Committee that the matter had previously been discussed bilaterally with Hong Kong and that a draft legislation cancelling the ad valoren fees and introducing a fixed amount compatible with Article VIII of the GATT had been approved in the Ministerial Committee for Legislative Affairs and the new law was expected to be approved and promulgated shortly.
