nen asked to elaborate on Hong Kong's notification on Prance I soil that the 50% Commonwealth cost centent was a discriminatory requirement which reduced trade and was in some instances more tight than, e.g., the U.K. Commonwealth preference requirements. This intervention enabled the French recrecentative to say that the list of Junce gor is to which this provision &lied covered 16 headings.
He pointed out, however, that in the recent trade consul- tutions in Hong Kong, the list had been reduced and the items remaining hal beer. kept en at the expreso requent of HenIẾT Kong. Then I asked whether this meant that the 50% Common- wealth cast centent had been removed, the French represent- ative said that this was the case and that his government had now agreed to apply the Community regulations, namely, substantial transformation which was economically justified. (I have already explained to you that this incident was somewhat embarrassing and that, as I was unaware at the time ▸f what had ha pened in the recent talks, I could only follow the briefing I already hud.)
