a copy of Derek Jones' latest memorandum on this subject from Geneva;

Hong Kong Commerce and Industry Department memoranda on the outun of the 1967 and 1968 talks between Hong Kong and French officials.

I think these papers will provide some useful background information for you.

You will note that cotton textiles are not mentioned

in the 1968 paper. This is simply because the system of administration of the cotton textile quotas changed in 1968 (one half to be administered in Hong Kong and the other half in Paris). But the principle of restrained imports remained with the total quantity available for distribution still at miserably low levels. If you would like to have some further information on the cotton textile side I can send it to you but it is rather technical.
