Hong Kong: French Import Restrictions

of 27th Jan- Thank you for sending me a copy of your minute uary to Mr. Toma. I would support your suggestion that our representations to the French be made in Geneva. I hope we can avoid asking the Embassy in Paris to weigh in particularly at this time when they are in the middle of their regular annual talks with the French about the unGATTworthy French quota restrictions on certain U.K. imports. These talks look like being trickier than ever this year and we would hope to keep them as uncomplicated as possible.

So far as your last paragraph is concerned I hope you will not expect CRE3 to take the lead in supplying you with the material about French treatment quotawise of other countries in order to substantiate your representations on behalf of Hong Kong. Presumably what you need to show is that the French are discriminating against Hong Kong as compared with other develop- ing countries in a broadly similar state of economic development. We may well have among our files reports on French restrictions on such countries but they will not be separately indexed and it will involve a very considerable amount of work in an already

It would hard-pressed section to attempt to track them down. seem to me that the CRE country branches responsible for such countries would be more likely than CRE3 to be able to turn up such information quickly.
