I drafted a telegram in reply to Hong Kong No. 36. I think that the paper you had in mind about the propriety or otherwise of the Americans making this sort of approach direct to Hong Kong is at (216). You will see that, not surprising, it was the Industries Division of the Board of Trade which wanted American dealings to be with HMG while Mr. Dunnett himself did not personally consider it necessary to insist on this. However, the wording of the draft telegram should be sufficient to satisfy either point of view.
