This is of course an issue of the greatest

importance and we shall be very interested to see

Washington's interpretation of its significance and

also to learn whether a similar approach has been made

to other "key exporting countries".

3. It remains to be seen, when the Americans make

the formal request for consultations which will

and for it be in writing, presumably follow their Consul General's approach

whether they do so through ourselves, as would be

strictly more correct, or to you. It would seem that

we may expect the request to be made to you but in

either event the closest consultation between us will

obviously be necessary, not least over the timing and

venue of any discussions.
