of special trade representatives when do you get out of

of the role as having an interest in the expansion of

trade because the expansion of trade is one of the re-

sponsibilities of the Department of Commerce.

I don't presume that I will be doing any negotiating

in the field of trade because this problem undoubtedly will

be the responsibility of Mr. Gilbert and his office, but he

and I are good friends. We have an understanding as to our.

respective responsibilities and I don't think we are going

to have any difficulty in fulfilling our role here in the

expansion of trade, or his role as a trade negotiator.
