a meeting under GATT auspices in early June to negotiate a new Agreement to cover wool and man-made fibres. Mr. Hughes replied that we foresaw great difficulties in convincing a GATT conference of the strength of the case and wondered whether a conference with no outcome would best help the Americans. In whatever form the proposals came before the GATT the United States would have to argue its case. (Mr. Nehmer, aside, "Very true".)
