M. de Smet, Director-General of Economic Relations at MFA, gave account of meeting between Stans and M. Fayat, Minister of Foreign Trade Fayat refused to discuss Stane usual expose on "a deal" as this concerned other Ministers; only concerned with Tex- tiles, he said he could not accept principle of voluntary limitation. Fayat ready to explore problems raised by Stans further, but could not agree to attend Conference in June without "being much clearer about what Americans envisaged". Essentially a matter for EEC as a whole. Fayat has accepted invitation to visit Stans in May. Embassy believe Belgian position similar to UK's, "while outwardly con- ciliatory, is firm in substance".

/Report of meeting between Minister (E) or UK Embassy and Brunet of Quai d'Orsay French position for Stans visit very close to UK's according to Brunet. In examining problem French had noted that US Imports of MMF were heaviest from many of E. Asian countries where US Firms had made substantial investments in Textile Industry.
