Textiles: Working Party
I attach, as a basis for discussion, an attempt at terms of reference for a Working Party.

I understand that, in the light of the Commission's reaction to the recent ventilation of this idea, Mr. Carey agrees that the initial three-day meeting of the Cotton Textiles Committee will not be an appropriate occasion for putting a proposal of this kind forward.
3. Nevertheless, we should proceed to see if workable terms of reference can be devised. The essential difficulty is to devise terms which safeguard us against the risk of facilitating the imposition of restrictions.
4.
Perhaps a meeting should be held next week.
