During the course of may conversation with Ernst on 23rd April, he told me that the Commission had processed the import sector for ceramics and had placed their proposals befoze the Council. As far as imports from Hong Kong wäre ooncerned, he disclosed that the Commission had recommended import surveillance for 3TN item N° 69.11 (crockery). lie added that the Commission had now tarned to the footwear SAC- tor and were examining the whole of UTN N° 64.01 and 04.02. Particular attention was being paid to No 64.028 (zubber foot- wear); it was likely that Community quotas would be proposal here. Other items (apart from textiles) where "the Hong Kong problem" existed were unbrellas (certainly) and optical goods (possibly). He would not say what was the Commission 'e solu- tion for these sectors but hinted it might be import survell- lance. He said that he would like to know what Ilong Kong thought about all of this. I replied that I would seek your advice.

You will no doubt let me have your views in due course after you have reflected on the implications flming from the wmainder of Ernat's conversation; my Memorandum No 119 again refers,
