Subject of the Draft Document about the Conduct of Hong Kong's External Commercial Relations.

The draft text telegraphed to Hong Kong (FCO tele-
gram No. 760) was reconsidered in the light of Sir Hugh
Norman-Walker's telegram No. 901. The question was also
considered whether the text would require any amendment
to cover the conduct by UK and Hong Kong representatives
matters affecting Hong Kong's commercial relations in
samiations such international EAA as the GATT.

2. The Governor said that he would not seek to secure
any amendments of the text in the light of paragraphs (A) and (E). He asked that when a reply was sent to the

constitutional position bluntly although he understood
