In so far as it provides that special circum-

stances may require other arrangements than

those defined in the remainder of the paragraph

it seems to us that we have only to inform Hong

Kong that the GATT, UNC, or any other inter-

national forum where similar problems might

arise, is a special case to take care of the

matter.

I realize that this may be to daper pedant all an problems, but maybe that no bad thing.

We should be grateful for your views and to

know if you consider that a further meeting will

be necessary between us before we can be sure

that we have a common text for submission to

our Ministers.

I am copying this letter and enclosures to

Carey in the Ministry of Technology. I imagine

that Bob Goldsmith may wish to use the material

it contains when he answers Melville's letter.
