for authority to give or show a particular

diplomatic report to their host Government

using the procedure in paragraph 5 above.

TELEGRAMS

Selected telegrams will be sent to the

High Commissioners in London of Australia,

Canada, and New Zealand and to the Director

of the International Affairs Division of the

Commonwealth Secretariat if a seconded member

of H.M. Diplomatic Service, in accordance with

the following procedure:-

Commonwealth Co-ordination Department

will select from each day's inward telegrams

in the F.C.0., Whitehall and Departmental

Distributions those likely to be of interest

to High Commissioners and suitable for their

eyes, and after obtaining the approval of the

appropriate departments for the telegrams so

selected will distribute them to High Commiss- ioners by special box.

13. In making their initial selection, Commonwealth Co-ordination Department will

be guided by the consideration in paragraph 3 above and by the following criteria.

Telegrams from posts in foreign countries classified confidential and below describing:-

(i) uncontentious matters of general

interest;

(ii) internal developments;

(iii) visits of leading personalities;

(iv) conferences in which neither Britain,

Australia, Canada or New Zealand are

taking part;
