Other Commonwealth Governments
The departmental officer responsible for authorising the printing and circulation of a diplomatic report will consider whether it could be made available to all Commonwealth Governments ("A" distribution) and mark the printing instructions accordingly.
5. Posts in Commonwealth countries and F.C.0. Departments will consider whether diplomatic
reports which they receive for their own information would be of interest to the Government of the country in which they reside
or with which they are concerned. They should also consider whether it might be possible to edit out or amend any passages to make the report suitable for passing. If they consider it desirable to give or show diplomatic reports to a Commonwealth Government, they should apply for authority to Commonwealth Co-ordination Department (on a suitable time saving form) who will, after consulting the appropriate Departments, give or withhold permission. The Director of the International Affairs Division of the Commonwealth Secretariat if a seconded member of H.. Diplomatic Service will receive for his personal information and the personal information of the Commonwealth Secretary-General only, copies of diplomatic reports given "Q" distribution (Para. 3 above). Permission for "Q" print to be shown to the Commonwealth Secretary-General will be reviewed. for each new appointment to the post. The Director of the International Affairs Division will also receive copies of diplomatic reports
