I am writing to you in Philip Ridley's absence.

Jack Leary of the State Department handed me

yesterday a copy of the U.S. paper on tariff preferences for developing countries which was tabled in 0.E.C.D. at the end of last week. I see from Goldsmith's letter to Ridley of 24 July that you are anxious to have it and I am therefore forwarding a copy of it just in case the 0.E.C.D. machine turns over slowly.
