to the "ember States. The Council may, on a qualified majority, confirm those measures or make a different decision.
5. When paragraph 1(b) is applied by the Commission, the Commission
shall,within a ten-working-day period as from the measures adopted the date coming into force lay before the Council a proposal within the
meaning of Article 10.

The Council, ruling on a proposal of the Commission and on a qualified
majority, may decide that nog measure referred to in Article 10(1)
and Article 11(1) shall be applicable to a product under observation
in respect of which the third country concerned gave to the Commission,
sufficient guarantees making it possible to ascertain that one of
the situations referred to in Article 10(1) is not likely to occur
because of the import of that product.

1. During the period of application of the measures referred to
