DEVELOPMENT AID APPLICATIONS

Development aid is provided to dependent territories and
associated states under the C.D. & W. Acts in the form of grants
and loans for C.D. & W. schemes and in the form of exchequer loans
covering one or more projects. Before funds are allocated the
Ministry of Overseas Development and its advisory staff must satisfy
themselves that the project will contribute to the economic or
social development of the territory and that the project has been
drawn up in such a way as to achieve the maximum value for money.

The first condition is normally regarded as satisfied if the project
is included in the territory's approved development plan. The
second condition requires the inclusion with the application of
certain technical and background data, together with plans if the
project includes building or civil engineering works. The amount
of information required will naturally vary according to the size
of the project and whether the scheme has been prepared with the
assistance of the Ministry of Overseas Development Advisers,
including those attached to the British Development Division in
the Caribbean. The following notes are intended as a guide on
points which should be included in the covering memorandum when
applications are made for development aid funds, both grants
and loans:
