signifies no change in aid policy, and the Ministery

of Overseas Development will take an early opportunity

to make a statement in Parliament to the effect that

although the C.D. & W. Acts are being allowed to

expire, H.M.G. still regard the reasonable needs of the

remaining dependencies as a first charge on the aid

funds which they are able to meke available.

3. Among the reasons for allowing the C.D. & W. Acts

to expire is the fact that with their expiry it will

be possible to get away from the accumulated

administrative procedures which have grown up under

them and which at present govern the provision of

development aid to dependencies and Associated States.

It will still be necessary of course to require

adequate information before H.M.G. can enter into

commitments to provide funds for development.

The

following procedures are based on those current in

relation to independent countries, modified in certain

respects to take account inter alia of the need if

possible to reduce the present administrative burden.

The intention is however by stating now what information

is required to obviate so far as possible the delays which

ensue from enquiries after an application has been

unavoidable
