I refer to your minute of 4 March on the above subject.
I have only one comment on the enclosed draft circular despatch and that relates to para¿raph 5. It has, i think, been plain in the context of the establishment of the Inter- departmental Committee on Budgetary Aid (and was accepted at the Committee's first meeting), that there are some dependent territories in which we cannot ever realistically hope to eliminate the need for budgetary assistance.
It
secms to me, therefore, that the second sentence of paragraph
5 of the draft ciralar needs modifying to acknowledge this.
I suggest the audition at the end of the third sentence of the followinɛ words :-
"Although it is recognised that this may not in all cases be possible".
If this change is made the next sentence should presumably start "It is further recognised that....".
