This request for ■ CD and W assistance arrived after I had discussed with you on the 'phone our reply to your minute MF 23/1 of 4th March. It means, I am afraid, that there will be some delay before we can suggest the form in which Sir Arthur Galsworthy writes to Hong Kong with their copy of your proposed circular despatch.

But in any case there is no reason why Hong Kong's copy of the despatch should not be sent some time after the remaining dependent territories get theirs.
