(ii) Latin America. In the time available could any
constructive proposals be worked out for additional expenditure on technical assistance in Latin America?
(iii) South East Asia. The same consideration as for
Latin America. There has been correspondence recently with ECGD about the possibility of their offering a line of credit to promote sales of British agricultural machinery. This is an ECGD, initiative which we have welcomed and South-East Asia Department are considering whether they might explore whether any parallel technical assistance could be given, e.g. training on agricultural machinery etc. There may be other technical assistance fields where we should also spread our wings in South East Asia.
(iv) TANCA. Is the addition enough to cover realistic
expectations of worthwhile technical assistance projects in e.g. Morocco, U.A.R.?
(v) Tunisia. I believe there is a communications project under
construction in Tunisia. Given their needs for
reconstruction following the floods, is there any possibilit; of accelerating work on this by bringing more expenditure into 1970/713
Subject to any comments you have 0.D.M.'s proposals appear to satisfy F.P.A.D. requirements on all counts except Afghanistan.
