The Aid Framework 1970/71

The O.D.M. have revised their calculations and now have £12.4 million available for allocation on further programmes. I attach a copy of a self-explanatory letter from 0.D.M. to the Treasury which shews how this windfall came about and gives proposals for using most of the additional money. Our preliminary comments are as follows:
