Thank you for your letter of 28 July about my

Secretary of State's paper K(69)1. I regret that it

has not been possible to submit this in time for decision

by him before his departure on holiday. I myself am going

on leave today. In the circumstances, I think we shall

have to deal with this at the end of the month.
