meet the problems that our continued control over Hong Kong will bring (these

two studies were in fact suggested by the Governor himself).

5. There are admittedly still difficulties for us in a ministerial meeting at this time. The Secretary of State (who is Chairman of the Hong Kong Ministerial Committee) and Lord Shepherd (whose attendance as the responsible junior Minister is considered necessary) will be back in London by the end of the month, but

Lord Shepherd is leaving on the 2nd or 3rd October for

the Caribbean. He will return to London about the

10th October until the 22nd when he goes abroad again.

The President of the Board of Trade leaves London for

Tokyo on the 29th or 30th September and is expected

to return about 10th or 11th October. I have no

information about the movements of the Lord Privy

Seal and Chief Secretary of the Treasury.

But on

the face of it it should be possible to arrange a meeting between say the 12th and 21st October.

I suggest that we discuss this matter with Mr. Hudson of the Cabinet Office. If you agree, perhaps you could make a suitable arrangement with him to do this (I will fit in with any arrangements you fix).
