I have now received the attached minute from Hr. Cradock which is relevant to the minute which I sent you yesterday. Although his conclusion is that the paper is inadequate in many ways (some of which are detailed in paragraphs 1 - 4 of his minute) he believes that the conclusions 1 ́reaches are not very wide of the mark. I am very doubtful whether it is right for us to expect Ministers to take position on a paper which seems so open to argument. If you agree I think that on Mr. Cradock's return we ought to have a meeting at which you might preside at which the Planning Staff, Far Eastern Department, Hong Kong Department and myself might be present. Following this I think it is at least arguable that the Permanent Under- Secretary might be asked to give a ruling whether we should withdraw the present paper and try to produce a better one
