Thank you for your letter of 3 February about amendments to the above paper. We accept the agreed Treasury/MOD addition to paragraph 19 which you enclosed.

We also accept, subject to slight modification here and there, all but one of the suggested amendmenta set out in Steel's and Cowrey's letters of 21 January. The exception is Steel's suggestion for the deletion of the concluding words of paragraph 77. Cur views on these amendments are set out in an annex to this letter.

I shall be writing separately in the next day or two to propose amendments to take into account some of the comments forwarded under cover of Thomson's letter of

28 January. Thereafter we hope that, as you suggest, the amended paper can be circulated to RM as the final version which is being submitted to Ministers.
