When Sir Denis Greenhill visited the Department last

month he asked that he should be given an early opportunity

to look at the draft of the Long Term Study. I attach a copy

of the latest version which can be retained by him if he so

wishes.

2. As you are aware, we expect that this version, subject to

a few quite small amendments, will be agreed at the official

level in the course of this month, and will then be ready for

consideration first in the Hong Kong Ministerial Committee and

subsequently in the Defence and Oversea Policy Committee.
