Kowloon Walled City and Adjoining Areas
Thank you for your letter HKK 1/31 of 5 December.
We had been having similar thoughts. I enclose a copy of the Progress Report on schools in the Kowloon Walled City prepared in the Secretariat and dated 17 November. We discussed this paper at Government House on 21 November. It was decided that the assessment in the paper was correct and there could therefore be no direct action against the schools in the Walled City. The suggestion in paragraph 11 of the paper that we might carry out a survey of schools in the Walled City was considered. We accepted that more information about schools was desirable but thought "survey" was hardly the word to describe the fairly informal enquiries by the City District Officer that would be appropriate. are now waiting to hear from him exactly what he thinks he can do in that line.

You may therefore rest assured that we are well aware of the difficulties of taking an initiative in the Walled City and have no intention of rushing ahead. We will certainly keep you and Peking informed Indeed the purpose of my letter
of 1 October was to suggest that, although various papers are being prepared on the Walled City and we are planning action in adjoining areas, there is no reason to think that any clash with the communists will occur in the process.
