My visit formed part

a continuing contact between

the Foreign and Commonwealth Office and Hong Kong. There is

between us a constant exchange of views and ideas.

The Government of Hong Kong have in train vast programmes of development in the fields of housing, the

provision of medical facilities, water supplies

and roads, primary and secondary education and

University development. I was able to see for myself [during my visit]what was being done in these fields. //

The Government has done a great deal to reach down to the

people and their problems. The City District Officer

scheme is an impressive example of this.

I was

able to see something of the work which is being done

under this scheme and it was most encouraging. I was

greatly impressed with the calibre of the officers,

most of whom are Chinese, who were working the scheme.
