Shortly before Mr. Moreton left Hong Kong he was handed by the Governor a list of subjects on which Hong Kong has been awaiting replies from us for a consider- able time. We have consulted the Departments concerned and they have let us know the present position in relation to the respective subjects with which they are concerned. I attach a draft letter to the Governor which has been drafted for signature by Mr. Moreton. I am afraid that I have had to leave a space in the draft since I have no knowledge of the position regard- ing measures to prevent the clandestine departure of ships detained under a Court Order. I believe though that you are aware of the situation in this matter.
