they should be so marked. They should be on pin' paper. Background notes, on white paper, should begin on a separate page and should be confined to essential material, with supporting documents as necessary. A specimen front page for the briefs is attached.

5. On present plans fr. Stewart would hope to see in New York the Foreign Ministers of the United States, U.S.S.R., France, Australia, Italy, the U.A.R., Israel and Jordan. Meetings with other Foreign Ministers will no doubt also be fixed up (the Japanese and Pakistanis have asked) and Departments will be informed as soon as possible about these. Bilateral briefs in Section IV above should include a stearing note on the subjects Mr. Stewart should raise and how he might handle the meeting, together with talking points and/or background as appropriate on bilateral matters. They should incorporate a personality note on the Minister in question.

83), or Mr. de Courcy Ireland (Main A 012), in the case of the "Canada only" briefs, by midday on Friday, 5 September.
