4. Briefs should take the normal form of talking points and background notes. For "General" briefs the talking points shoul. begin with the general points which the Secretary of State could use with any Foreign Ministers he may meet. Separate talking points, which must be on separate sheets of paper, should be included as appropriate. for use with individual Foreign Ministers including Nr. Sharp in Canada. Talking points should be kept as short and as succinct as possible. They should not be in conversational form but should consist of a series of points to be put across.
