Foreign Affairs Debate
It is planned that there should be a two day Foreign Affairs Debate on Monday and Tuesday, 8/9 December, the second day being an Cpposition Supply day. It is the intention that speakers on Vietnam should be called on the first day and speakers on Nigeria on the second, but it is not the intention that the debate should necessarily be confined to either subject.

The speaking order for Ministers is likely to be as follows:
(i) The Prime Minister to speak on the first day;
(ii) r. Luard to make the closing speech on the first
day;
(iii) The Secretary of State to open on the second day;
(iv) Mr. Foley to wind up on the second day (if lir.
Foley is out of the country, the Chancellor of the Duchy of Lancaster will wind up).
3. The Trime Minister's Private Secretary has told me that the Prime Minister intends to speak on Vietnam, Nigeria and, more shortly, on Greece and a European Security Conference.
4. The Secretary of State will aim to speak mainly on NATO, East/West relations and the proposal for a European Security Conference, and our application to join the Common Market. He will also pick up points made the preceding day on Vietnam and the Middle East.
