Briefing for the Prime Minister

In my minute of 23 November I asked for briefing material for the Prime Minister on four subjects, Vietnam, Nigeria, Greece and a European Security Conference. No. 10 have now asked for background notes on these four subjects, for defensive use and also to alert the Prime Minister to points of which he should be aware even if they are not to be referred to in public.

2.

No. 10 would also like a defensive brief, in the form of background notes, on other topics which could form the subject of interruptions. Subject to the views of the recipients of this minute I suggest these should cover:

(i) the European Common Market;

(ii) the Middle East;

(iii) Libya;

(iv) Disarmament;

(v) Rhodesia;

(vi) British subjects detained in China;

(vii) Gibraltar and Spain;

(viii) Falklands.
