Preparation of the detailed estimates of expenditure for the financial year 1970/71 is now in hand and I shall be glad to have early information about the programme of overseas events covered by your Department.

The need remains for particularly good budgeting.. and in compiling your replies, it would be helpful if you would show the following details:-

In the past, Departments have sometimes failed to make provision for various meetings which take place regularly as well as some ad hoc meetings. I should therefore be grateful if you would give details for all overseas conferences and visits, including Ministers visits which are likely to take place in 1970/71.

I also enclose a Proforma to be used in connection with conferences and meetings sponsored by the Foreign and Commonwealth office due to be held in the United Kingdom during the period 1 April, 1970 to 31 March 1971. and chargeable to the Special Missions subhead of the Foreign and Commonwealth Services Vote.
