9 It would therefore be advisable to tell the

Japanese that although Hong Kong was eventually

compelled to accede to Canadian requests for

continuation of restraints on three blended fibre

garments (and the addition of one new item) we have

done what we could to avoid undermining the Japanese

position. If Japan feels able to reject Canadian

proposals in the man-made fibres field, we should be

delighted, both because we deprecate Canadian

protectionism, and because Hong Kong would then be

in a position to reopen the question of her own restraint
