Widening representation does not appear to raise any new point of principle since civilian advisers already take part (see Mr. Aiers' minute of 25 July). Put for us it could mean
sending someone from London instead of from PLAD which will no
longer exist.

Hong Kong Department have considered whether there would
be any advantage in Hong Kong being included in the covorage of the successor to ANZA”. They have consluded that it is not in our interest at present that we should have an obligation to consult with Australia or New Zealand about Hong Kong (minutes of 4 and 5 September on DF 2/581/1). PIOD on the other hand have said that they see overy advantage in creating a forum for informal consultation with Australia and New Zealand on political security and defence policies in the Western Pacific (iss Amery', minute of 4 September). The intelligence side of the proposals
is being dealt with separately by PUSD.
