It would be helpful if departments would have a preliminary word with the interested Whitehall Departments particularly in cases where the latter are to be put down as the initiating Department.

I recognise that the briefing programme cannot be worked out in detail until we have the annotated Agenda from the Commonwealth Secretariat (which should give a better indication on matters likely to be raised by other Commonwealth Governments) but it would be helpful to have such indications as are possible at this stage.

The length and number of briefs has consistently been criticised in previous years. We must, of course cover the ground which the Agenda demands but if too much material is produced it may not all be read and essential briefs may be over-looked. The number of briefs should be limited as far as practicable.

It may be helpful for you to have a copy of the programme of briefs for the 1966 Prime Ministers' Meeting, attached. Departments will also no doubt bear in mind the subjects which they put forward in response to my minute not to all departments, PP3/8/1 of 23 September 1968, about the Agenda.
