REVIEW OF COMMONWEALTH CO-OPERATION
A Memorandum (CPM(69)5) by the Secretary-General has been circulated reviewing the range of existing Commonwealth co-operation among
Commonwealth countries and drawing attention to certain possibilities for
further co-operation. Heads of Government may wish to express views of the role and potential of the Commonwealth in general terms before proceed-
ing to discuss the specific proposals for further action referred to in the Secretary-General's review and dealt with in detail in separate papers.
