to take the opportunity to discuss at official level some detailed legal aspects of settlement procedures in the draft Convention.)

Peaceful uses of the sea bed.

The United Nations General Assembly has been discussing the peaceful uses of the sea bed and the ocean floor beyond the limits of national jurisdiction. Some Heads of Government might wish to discuss propects in this field.

(Some Heads of Government have indicated that in the course of the review of the world situation in general and problems of particular concern to them, they may wish to refer in broad terms to the question of migration and citizenship within the Commonwealth. A number of Governments prefer that any substantive or detailed discussion of this subject should be arranged separately from the Meeting Agenda among representatives of those countries interested in further study of the problem.)

In addition to the general review of the world situation embracing the above listed subjects, it is proposed that there should be a discussion on:-

The progress of the remaining British Dependent Territories to Independence. The British Government will give a summary of the progress that has been made in the two years since Heads of Govern- ment last met and refer to the particular problems that have had to be

taken into account and remain to be taken into account in respect of the future of the remaining Dependent Territories. In particular the

British Prime Minister will wish to discuss:-

The question of Gibraltar.

WORLD ECONOMIC SITUATION AND TRENDS

Events and trends of international economic significance since the last Meeting include the Second UNCTAD; negotiations for International Commodity Agreements; two major international monetary crises which have a particular relevance to Commonwealth countries because of their bearing on the position of sterling; the agreement on Special Drawing Rights and the conclusion of the Kennedy Round.
