EETING OF COMMONWEALTH PRIME MINISTERS, LONDON, JANUARY 1969.

ANNOTATED PROVISIONAL AGENDA.

(The order in which the items are given in the Annotated Agenda

is not necessarily the order in which Heads of Government may

wish to discuss them.)

OPENING SESSION

It is contemplated that, as on previous occasions, there will be a

short opening session for photographs to be taken of the assembled Meeting, and then (after withdrawal of the photographers) a brief speech of welcome with two brief replies. The Meeting might then wish to decide on the order of the Agenda, the times of the sessions and other administrative and

procedural matters which will have been discussed at a meeting of senior officials on the previous day. This first session might adjourn about noon for the Secretary-General's pre-lunch reception at Lancaster House designed to afford an opportunity for Heads of Government and other senior members of the delegations to mix informally with newspapermen accredited to the Meeting.

WORLD POLITICAL SITUATION AND TRENDS

In the two years since Heads of Government last met almost every major area of the world has been through a period of crisis or tension. Time will not permit a detailed discussion of each issue. But Heads

of Government might wish to focus attention on a few current problems which might directly affect their countries interests and place them in the context of the general trend of international relations.

Some of the major problems to which Heads of Government may wish

to draw particular attention are:-

East West Rdations and the prospects for detente. A number of Heads of Government have indicated that they regard East/West relations as a continuing critical factor in the world situation and hope has been expressed that there will be some
