I attach a copy of the Annotated Provisional Agenda for the Commonwealth Prime Ministers' Meeting which has now been circulated

by Mr. Arnold Smith, the Commonwealth Secretary-General.

The

Annotated Agenda indicates the scope of discussion proposed under each item of the Provisional Agenda circulated with my departmental circular HCM 4/1 of 7 November, 1968.

2. From a preliminary examination of the Annotated Agenda it does not appear that the briefing programme needs any amendment. The Cabinet Office agrees. Would you, however, consider whether any change should be made to the briefs for which you are

responsible.

3. May I take this opportunity of reminding you that the Cabinet Office requires numbered copies of all briefs in final form to be sent to the Committee Section, Cabinet Office, for final distribution not later than 3 p.m. on Tuesday 17 December. I shall be letting departments know when draft category A briefs have been approved; category B and C briefs should meanwhile be completed and sent to the Cabinet Office in accordance with

the detailed guidance contained in my minute of 3 December.
