As you will know we have, in cooperation with 5 of the

16 members of the EEC, who are also with us and France members

of Western European Union which antedated NATO, seeking greater

European unity in fields not covered by the Treaty of Rome. We

regret that France has recently ceased attending WEU meetings.

We have no wish to exclude France, but we cannot agree that

meetings of the WEU Council can only be held by unanimous

agreement of all members.

42. Meanwhile full membership of the Commission remains our

objective and our application under Article 231 of the Treaty of

Rome stands. We have made it clear that we are prepared to

consider any proposals for our interim solution provided that

they come from the Six as a whole, and provided they are clearly

linked with our objective of full membership.

43. The main pillar of our foreign policy is a united free

Europe, including Britain, in an effective Atlantic Alliance,

with the whole outward looking, promoting liberal trade and aid

policies of benefit to the whole world, and especially the

developing countries.

44. Nothing could do more than this to promote both world

prosperity and world security.
