prefer to describe the policies under consideration as
"mild corrective action to bring the communists back into
the fold". The Governor endorsed the assurances recently.
given by the Acting Governor that the F.C.O. would be given
advance warning of any major change of policy.
2. In commenting on the three problems referred to in
paragraph 6, the Governor made the following points:-
Illegal Trade Union Office-holders
(a) The Governor pointed out that the handling of the case
under reference demonstrated the effectiveness of
persistent prodding of communist organisations to comply
with the law.
Former Headmaster of the Chung-Wah School
(b) The Governor said that if the headmaster was brought
before the courts it was more likely that he would be
released with a warning than sentenced to imprisonment.
He doubted whether the communists would be able to make
much mileage out of the case.
Outstanding Warrants of Arrest
(c) The Governor emphasised that these cases presented special
problems to the Hong Kong Government and did not believe
that it was possible to ignore them. If the wanted
persons were allowed to circulate freely in the Colony it
would have a bad effect on both police and public morale.
There was some discussion of the case of the gasworks
union leader who was arrested in August for offences
commited during confrontation in 1967, and sentenced to
