The Views of the Governor
The basis for discussion was a paper dated 21 November
by Far Eastern Department on "Sino-British Relations in the
Context of Hong Kong". The Governor generally endorsed the
conclusions of the paper with a number of minor reservations.
He agreed that the question of Hong Kong and Sino-British
relations probably came low down on the list of Chinese
priorities at the present time. Commenting on the analysis
in paragraph 3 of the paper of the Hong Kong Government's
policies towards the communists in the Colony, the Governor
suggested that the reference to the need for "firm action"
was perhaps over-strongly stated. He said that he would
