useful purpose unless it were composed of responsible per- sons of independent view and legal training who could see the matter in a clear historical prospective.

11. The Committee further notes that the powers exercisable under Regulations 31 are of indefinite duration. Section 137 of the principal Ordinance which makes provisions for the Emergency Regulations to come into force makes no provisions for their termination. In the Bar Com- mittee's view legislation of such far sweeping consequence as Regulation 31 ought to have a terminal date-say one year— so that upon its expiration fresh consideration may be given as to whether its continued existence is necessary.

12. The Committee appreciates that it may not have given sufficient weight to reasons of policy which have caused these Regulations to have been brought into effect. Should you feel disposed to discuss the points raised above or the matter generally, I shall be pleased to call on you, either by myself or with some members of my Committee.
