Gilbert and Ellice Islands (Phosphates)

Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs if he will list in the OFFICIAL REPORT in parallel column the commer- cial value of the sale of phosphates myned on Ocean Island in each of the financial years from 1958 to 1968, the income accruing to the Gilbert and Ellice Islands administration from these phosphates in the same period, and the sums/paid by way of royalties to the Banaban people of Rambi Island in each of the years concerned.
Mr. Whitlock: The information re- quired is set out in the following table.

*The financial year of the British Phosphate Commissioners is from July to June.
From 1st January, 1968 an f.o.b. price of SA11 per ton/was established for Ocean Island phosphates, this being related to the price negotiated for phosphate from Nauru. Prior to this the marketing of Ocean Island phosphate was conducted jointly with Nauru phosphate, the product being sold at a common f.o.b. price based on dost. Owing to differences between the islands/in production and costs it would be misleading to apply average figures to Ocean Island. Separate estimates of Ocean Island costs have however been made by the British Phosphate Commissioners in respect of the years in question and are given in Column A. These estimates include the actual payments shown in Columns B and C.
A balance of £A14,094 remains for apportion-
ment.
§ Each of these amounts includes £15,000 as a grant towards the Banabans' housing fund.
In addition payments totalling £24,405 were made to the Banabans' Road Fund during the period from 1962 to 1964.

Hong Kong (Prisoners and Detainees)

71. Mr. Frank Allaun asked the Seere- tary of State for Foreign and Common- wealth Affairs how many of those im- prisoned or detained following the disturbances in Hong Kong in 1967 have been kept in solitary confinement, and for how long; and how many are at present held in solitary confinement.

separate confinement for a period not exceeding 28 days may be imposed on convicted prisoners for offences against prison rules.
No prisoner convicted in connection with the disturbances is undergoing separate confinement at the present time. I will send to my hon. Friend details of such prisoners who may at any time during their sentences have undergone this punishment, as soon as they can be obtained.
No detainees have been kept in soli- tary or separate confinement.
Falkland Islands
Sir C. Osborne asked the Secretary of State for Foreign and Commonwealth Affairs how many of the 2,000 Falkland Islanders it is estimated are needed to
needed maintain a viable economy in the islands.
Mr. M. Stewart: The question is hypothetical and no such estimates have been made.
North Atlantic Assembly (United Kingdom Délegation)

Mr. Mulley: The North Atlantic Assembly is an unofficial body. The members of the delegation are therefore not appointed by Her Majesty's Govern- men but by Mr. Speaker and my right hon. and noble Friend the Lord Chan- cellor after consultation through the usual channels.
