Kwan is coming to this country for an Investiture He has asked for appointments with yourself and

Lord Shepherd. I understand that both are in the nature of courtesy calls and that there are no matters which he specifically wishes to raise.

2. He will be available on Thursday and Friday, 6 and 7 March and (possibly) on Monday, 10 March and Wednesday 12 March. I gather that it might be more convenient to him if he could be

fitted in on either of the first two of these dates.

3. Both you and the Minister have, of course, met Sir "CY".

He is the senior Chinese member of the Executive Council and I

hope it will be possible to give him an appointment. If dates end times can be given to me I will pass them on to Mr. Sedgwick who is organising Sir "CY"s programme.
